Mr. Carl ChungMr. Chung is the Director of the Positive Education Institute and a member of the Youth Development Commission of the Home Affairs and Youth Affairs Bureau. He also serves on the Kowloon City District Youth Development and Civic Education Committee and the Positive Education Expert Group. Mr. Chung has served as a keynote speaker at the Positive Psychology World Congress and the Asia-Pacific Conference on Giftedness.He has 15 years of experience in education and training, and currently consults for educational institutions and organizations that advocate positive psychology, helping to implement strategies that enhance well-being, foster resilience, and promote personal growth among students and educators alike.
Mr. Chung previously held the position of human resources consultant at a Fortune 500 company before transitioning to the field of education. In 2014, he founded the Positive Education Institute, consistently innovating to address societal needs. In 2016, he designed the "Jockey Club Intergenerational Resilience Program," which was studied by the City University of Hong Kong and demonstrated exceptional effectiveness. In 2020, he collaborated with the Chief Secretary for Administration’s Office to foster connections among government, business, and academic sectors, thereby promoting the "Life Buddy" mentorship program. In 2023, he co-organized the "Mental Health Program for Healthcare Professionals" in partnership with the Hong Kong College of Anaesthesiologists, which was recognized by the UK MPS as one of the top thirteen funded programs globally. Mr. Chung applies positive psychology in education, management, and talent development. He consults for various schools and collaborates with government departments, universities, and multinational corporations.
